CHIBA, Japan - Buildings stand heavily damaged in Chiba, east of Tokyo, on Dec. 5 after a rapidly growing low-pressure system brought typhoon-class winds to the Japanese archipelago. from Saturday night to Sunday morning, causing blackouts, stranding a chemical tanker and paralyzing some air and land traffic. Winds of 172 kilometer per hour were recorded in Chiba, 150 kph in Yokohama and 144 kph in Tokyo.
